JC Penny does not have a makeup counter, but they do frequently carry kits, like spa kits, or makeup sets (the kind that have many different colors of eye shadow, lip color, etc. for $20 or something), but they don't carry any 'name brand' cosmetics, no.
i think.. like they sell perfume so why wouldnt they sell makeup??
