Well, to work in the US its a rule that you have to be 16. But to sell makeup like that, you have to be 18. My cousin is 30 and she's been selling Mary Kay part time for 11 years now. She loves it and she's made tons of money!!
In Canada and probably in the US, majority of the stores require you to be eighteen. However, there may be a select few that allow you to be sixteen. Just go and ask. =)

Most independent sales positions, even those at MAC or other makeup counters, require you to be at least 18.
I'm an Independent Beauty Consultant, and you must be 18 to join Mary Kay. However, you can go to marykay.com and find a local consultant, if you don't already know one. You can ask if she or her director needs anyone to help them with prepping for events and classes, or type up contact info. They might even need someone to babysit for them! If you make that connection, you'll be ready to start your business in a big way when you turn 18! If you were local, I'd totally hire you! It's fun, but it keeps you busy!

In the meantime practice by doing fundraising work for clubs. Sell magazines, ad space in programs, bushels of apples, cupon books... anything!
For now, take the initiative to visit some local shop owners and ask if they need help cleaning, bussing tables, or restocking shelves or folding the Sunday newspapers. Little jobs like this are a great way to show that you have the work ethic and determination everyone looks for in a model employee.
It's great that you're dreaming about being your own boss even at 12. But it literally means that you have to learn how to boss yourself around. There's a lot of work to do and it's not going to get done unless you do it. Please get a job where you have a schedule and have supervision. You'll learn from them how to (or not to) manage people, and ultimately yourself!
